That is his intent, yes. And I doubt that these ad hoc demonstrations will continue for much longer. When he says something like this, he is saying, "Do this, or someone else will give orders to shoot." And nobody actually wants violence.
What I find odd about his speech is his reference to the U.K. as 'evil.' For very many years, because B.P. ruthlessly exploited Iran's oil and the workers who extracted it, Britain was a major bugbear for Iran. When the U.S. ousted Prime Minister Mossadegh in the early 1950s, it was at the behest of the British, though the U.S. at that point became the exploitive power. I doubt that many Iranians today see Britain as a major enemy.
By making this statement, Khamenei has indicated how out of touch he is. He's like people who complain here about 'hippies,' meaning 50-somethings who don't like wars and economic mismanagement.
